I am syncing 22tb of mainly documents and videos from AWS bucket to Box.. My internet speed is 1000 mbs up and down and am using a computer with 32mb of ram to run rclone view. What setting should I use to optimize the synchronization.

One quick confirmation in the meantime: is the machine 32 GB of RAM (your post says “32mb”)? That figure matters for the tuning advice.
